On October 9, 1817, the university in Ghent was established, with JC van Rotterdam as its first rector. This was part of a larger plan by Dutch King William I to promote academic progress in the southern provinces of the United Kingdom of the Netherlands, which would later become Belgium. The university initially had four faculties - Humanities, Law, Medicine, and Science - and instruction was conducted in Latin. In its first year, there were 190 students and 16 professors. Following the Belgian Revolution in 1830, the number of students decreased, reaching a peak of 414. The faculties of humanities and science were temporarily dissolved but were reinstated in 1835. At this time, the language of instruction changed from Latin to French. Ghent, located in Flanders, is known as the biggest city for students with a population of 78,000.
